Cumbria Police said a dispersal order was put in place in affected areas of Carlisle
Three males aged between 17 and 20 have been arrested on suspicion of setting fireworks off in the direction of people.
Cumbria Police said it authorised a dispersal order on Monday evening, after reports of "youths congregating and setting off fireworks" at Chances Park, Wigton Road, Dunmail Drive, Dalston Road and Peter Lane in Carlisle.
In a statement on social media, the force called on parents of teenagers to have a "real conversation" on the dangers of fireworks.
"They now face the real prospect of a criminal record," the statement said.
"Parents of teenagers, it's time to have a real conversation over the implications of improper use of fireworks which can, and have proved to result in debilitating injury and death," the force said.
It comes just over a week after more than a 100 youths gathered in the city centre with reports of stones and eggs being thrown, verbal abuse, fighting and drunken behaviour.
The force said it had made one arrest and had interviewed several teenagers.
A spokesperson said parents often did not know the disorder their children were causing and called on them to check on their children's whereabouts.
