In August, hundreds of dog owners took their pets to Rhos-on-Sea beach to protest against the proposed ban
Plans for a year-round dog ban on part of a north Wales beach are set to be scaled back following demonstrations and public anger.
In August, hundreds of dog owners took their pets to Rhos-on-Sea beach to protest against the proposed ban on the Cayley Promenade section, which is already between dog-free areas.
Conwy councillors have voted for the Dog Control Public Spaces Protection Order, originally proposed as year-round, to be in place from 1 May to 30 September, although final approval must be made by the cabinet.
Critics of the proposal have said it could impact the economy and tourism, but those who support it have complained about issues with dog poo.
The decision follows a public consultation that drew thousands of responses, with about 65% of respondents opposed to a year-round ban on dogs, and 34% in support.
The consultation feedback – including representations from the RSPCA and the Royal Kennel Club – pushed the authority to rethink the proposal, leading to the seasonal compromise.
Common themes were suggestions of seasonal controls, designated dog areas, improved signage and increased enforcement.
Speaking at the meeting against the order, Aaron Haggas said the ban would affect a high number of dog owners and could damage economic growth and tourism.
"As a professional counsellor, a significant number of my clients highlight how their dog gives them both compassion and purpose in life," he said.
He called it a "hard-hitting" solution generating a "quick-win" that is based on "prejudice and opinion".
Ifor Lloyd, from the council, said volunteers cutting the grass on recreational sports grounds in Betws-yn-Rhos "had been splattered with dog muck on many, many occasions" and pointed out "nobody could pick up runny poo".
Breaching the order can lead to a fixed penalty notice of £100, or a fine of up to £1,000 upon prosecution.
Councillors have also approved mandatory rules to remain in place for people to clean up dog waste immediately, carry waste bags and put dogs on a lead if directed by an officer.
Owners must also keep dogs out of children's play areas, school grounds and specified pitches.
